Solicited Proposal Submission at UNM
All sponsored project proposals must be entered, routed and approved in Streamlyne (SL) prior to submission to the sponsor. Log in to Streamlyne using your UNM credentials at research.unm.streamlyne.org. The following steps outline the essential process for submitting proposals at UNM, from initial development through final submission. Each step must be completed before your review appointment with the Office of Sponsored Projects (OSP).

Step 1: Seek Research Support
Department Support
Contact your department to learn what proposal development support is available.
Faculty Research Support
For additional help, reach out to a Faculty Research Support Officer (FRSO) by visiting frdo.unm.edu and clicking "Request Research Support."
Timing Considerations
For best support, follow standard minimum time frames. Note: FRSO support is required for Faculty in the College of Education and Human Sciences.
Early engagement with support resources ensures you have adequate assistance throughout the proposal development process and helps avoid last-minute complications.
Step 2: Create Streamlyne Proposal Record
Creating a Streamlyne Proposal Development (PD) record is the essential first step in the formal proposal process. This generates your proposal number, which you'll need for scheduling your OSP review appointment.
The proposal number serves as the unique identifier for your project throughout the submission process and should be referenced in all communications about your proposal.
Log In
Access Streamlyne with your UNM credentials.
Navigate
Select Main Menu > Pre-Award > Proposal Development > Create new > Template. Click All Proposals.
Complete & Save
Fill in the "Required Fields for Saving Document" and save to generate your Proposal Number.
Step 3: Schedule OSP Review Appointment
As soon as you have your Streamlyne Proposal Number, schedule your OSP review appointment. This is a critical step that ensures your proposal receives proper review before submission to the sponsor.

Make Appointment
Visit ospappointment.unm.edu/schedule and click "Schedule Review."

Select Sponsor
Choose your sponsor from the list. If not listed, complete the new sponsor request form to have them added to UNM's system.

Choose Date
Select your proposal deadline to see available appointments. It is a best practice to schedule review 2 days before the sponsor's deadline.

Important: Proposals must be in complete and final form and routed to OSP before the appointment begins. The PI or designated representative must be available during the review to respond to questions and/or instructions. The PI will be required to log into Streamlyne or submission portals during the appointment. Review appointments should be made as early as possible to ensure availability.
Step 4: Develop Proposal Content
Review the sponsor solicitation carefully to determine all proposal requirements. Pay special attention to requirements that will increase development time, such as cost-sharing, Executive Order 12372 compliance (intergovernmental review), or letters of support.

Complete all fields marked with an asterisk (*)
Key Personnel Tab
Add all Key Personnel* Each PI and Co-PI must complete the Proposal Person Certification before the OSP appointment (see fourth option down when you click on your name).
Special Review Tab
Indicate whether your project includes human/animal subjects or has cybersecurity requirements.
Questions Tab
Be sure to respond to all the questions in the proposal questions, Research IT & Cybersecurity, Export Control Screening, and Research Safety and Compliance sub-tabs.
Attachments and Notes Tab
Upload required internal attachments: the solicitation, budget*, budget justification, and statement of work (project narrative), plus any applicable forms, including, but not limited to cost share spending, reps/certs, off-campus rate determination, contracts, F&A exceptions, PI-eligibility exceptions, and subaward documents.
Budget Versions Tab
In the budget summary, fill out Direct Costs, F&A Cost, and Cost Sharing (if applicable). Click Calculate all Periods, then check the Final box and select Complete.
IMPORTANT: Each Key Person must complete a project-specific COI disclosure in Streamlyne before the OSP appointment.
*Important Notes on Key Personnel and Budget Requirements
Key Personnel Definition
  • UNM PI, Co-PIs and other key persons (per sponsor definition)
  • Other UNM personnel and consultants identified by the PI as being able to affect the design, conduct, or reporting of research
  • HSC Personnel who are named as Co-PIs and/or Key Personnel on a UNM project that is being submitted through the Main/Branch Campus Office of Sponsored Projects
Budget Requirements
  • Must use UNM's budget template
  • Include at least 1% effort for PIs in most cases
  • Complex budgets (cost-sharing, subawards, F&A rate exceptions, fabricated equipment) require additional time in the proposal development process
Ensuring all key personnel are properly identified and that budgets meet UNM requirements is essential for proposal approval. Budget justifications must match the proposed work and align with institutional policies.
Step 5: Complete Sponsor Portal Application (or otherwise as instructed in the solicitation)
  • For federal proposals submitted by UNM PIs: NIH ASSIST can be used for NIH proposals [help resources]; Research.gov must be used to prepare/submit NSF proposals [help resources]; Workspace must be used to submit all other Grants.gov proposals (unless otherwise noted in the solicitation) [help resources].
  • In each of these federal sponsor portals (and in some other portals) you can run a validation check to ensure a complete proposal with no errors. If applicable, this should be done, and errors corrected, before giving access to the AOR (OSP).
Step 6: Provide Authorized OSP access to completed sponsor portal (if applicable) and route Streamlyne record to OSP BEFORE your OSP review appointment.
For sponsor portals requiring AOR submission the AOR (OSP) must be given access to the proposal.
NIH ASSIST
Click "Update Submission Status" button > Select "Ready for Submission" > from dropdown box in popup window; Click "Continue" without adding comment. [NIH video instructions]
Research.gov
Click "Share Proposal with SPO/AOR" > "Change proposal access"; correct any noted errors in the Submission Errors and Warnings box; > Select "Edit Access" radio button > Check "Allow Proposal Submission (AOR only) box; Click Save proposal access button. [NSF instructions]
Workspace
Click "Complete and Notify AOR" button under the forms tab in Workspace Actions box. [Grants.gov Instructions]
Note: when the AOR is not required to submit the final proposal (e.g. some email submissions or portals requiring PI submission), it is a best practice to upload a PDF printout of the final proposal to the Streamlyne record before the OSP review appointment.

In Streamlyne, run data validations from the Proposal Actions tab. Correct any errors, then submit your proposal to OSP via "Route for Review" button before your scheduled appointment. Note: You cannot edit your record once routed.
Step 7: OSP Review and Submission
During Review
  • You'll receive an email when OSP begins their review
  • The PI and designated representative must be available by email and phone
  • Be prepared to answer questions immediately during the appointment
  • You may need to log into Streamlyne or submission portals during the appointment
Final Submission
  • OSP will submit the proposal to the sponsor by the end of the appointment
  • You'll receive confirmation when the submission is complete
  • Follow up with OSP if you have any questions about the status
The review process ensures your proposal meets both sponsor and institutional requirements. Being available during this time is crucial for addressing any last-minute issues that could affect submission.
